Developing a five-year strategic plan and business case for new investment


A resort community was in a unique position to strategically fund new initiatives related to tourism marketing, workforce training, and destination development.


  • Diana drafted the strategy and five-year financial plan outlining recommendations for tourism investments in Whistler. The plan included: mission, goals, situation analysis, trends, SWOT analysis, key strategies and investment priorities.
  • Collaborated with resort partners to outline detail on key strategies and investment priorities along with evidence that funds from the tax are incremental to existing tourism funds and detail on how the program would be administered.


Whistler received approval to increase its Municipal & Regional District Tax (MRDT). These additional funds assisted the municipal government in the collaborative development of destination strategic planning, strategy project development and implementation activities.
